By the Order of the Federal Service in Veterinary and Phytosanitary Control and Supervision (Rosselkhoznadzor) dated April 12, 2005, No 138, the list of officials and territorial departments of Rosselkhoznadzor authorized for making protocols about administrative offences, whenever their authority permits, in compliance with Article 28.3, was prepared:

1. In the Central Office of the Federal Service in Veterinary and Phytosanitary Control and Supervision:

1.1 Head of Rosselkhoznadzor and its deputies;

1.2 Heads of departments and their deputies, heads of departmental sections and their deputies, including other Rosselkhoznadzor officials which perform control and supervisory functions, whenever their authority permits;

2. In the territorial departments of the Federal Service in Veterinary and Phytosanitary Control and Supervision:

2.1 Heads of the Rosselkhoznadzor  departments and their deputies;

2.2 Heads of territorial departmental sections and their deputies, including other Rosselkhoznadzor officials which perform control and supervisory functions, whenever their authority permits.
