REGULATIONS

of the Scientific and Technical Council of

Rosokhotrybolovsoyuz

            1. The Scientific and Technical Council of Rosokhotrybolovsoyuz was founded for fast and effective integration of the research results into the development techniques of the hunting and fishing reserves, implementation of scientific and technical strategies and practical methods with the consideration of environmental and economical aspects of hunting and fishing reserves, ensuring scientifically-grounded development of Rosokhotrybolovsoyuz’s activity, corporate assessment and development of efficient activities facilitating progressive development of amateur hunting and fishing in the Russian Federation, the products quality improvement by Rosokhotrybolovsoyuz’s production facilities.

             2. The Scientific and Technical Council of Rosokhotrybolovsoyuz is the successor of the Scientific and Technical Council of the RSFSR Union of Hunting and Fishing Associations founded in compliance with the Resolution of the VIII Convention of Rosokhotrybolovsoyuz. It is a consulting body of the Rosokhotrybolovsoyuz’s Central Board. Its decisions are advisory in nature; they become effective upon the respective resolutions of the Central Council and the Central Board. The recommendations and opinions of the Scientific and Technical Council may be used by the Central Board, to the benefit of Rosokhotrybolovsoyuz’s development.

             3. The Scientific and Technical Council consists of the leading scientists and specialists in hunting and fishing reserves, environmental protection, rational nature management, economics, customers’ service sector and core production activity, including full-time employees of the Central Board of the Alliance.

             4. The staff of the Scientific and Technical Council shall be approved by Rosokhotrybolovsoyuz’s Central Board for one year.

             5. The Chairperson, Vice Chairperson and Academic Secretary shall be elected from of the Scientific and Technical Council to provide the management of the everyday routine activity of the Scientific and Technical Council. The Academic Secretary of the Scientific and Technical Council shall be work as a full-time employee of Rosokhotrybolovsoyuz’s Central Board.

             6. The main goals and objectives of the Scientific and Technical Council are as follows:

- development of Rosokhotrybolovsoyuz’s lines of activity, fast integration of perspective research and development works into the hunting and fishing practical techniques;

- development of methods and techniques of the activity of public associations, providing maintenance and growth of biological resources and improvement of the environmental condition;

- promotion of the active propaganda of rational and integrated environmental management, protection and reproduction of natural resources;

- assessment of the achievements of foreign science and hunting and fishing practical techniques, for the purpose of use of the most efficient methods and techniques of Rosokhotrybolovsoyuz’s activity;

- international cooperation in the area of science and education;

- expert evaluation of the scientifically grounded base of the programs and projects aimed at the development of the production and environmental activity of Rosokhotrybolovsoyuz, including its scientific publications.

- interaction and collaboration with scientific and research organizations involved in the protection and rational use of biological resources, including the scientific-technical and academic councils of these organizations;

- preparation, conducting and participation in conferences, workshops, contests, topic-related and other activities.

             7. Whenever necessary, Rosokhotrybolovsoyuz’s Scientific and Technical Council may create permanent and temporary working teams for the implementation of specific tasks related to the main lines of the activity of the Scientific and Technical Council.

             8. The Scientific and Technical Council shall carry on its activity in the form of the Council meetings, its working teams, various consulting services provided on a working routine basis, including business trips of the work teams and members. The meetings of the Scientific and Technical Council shall be held at least 2 times per year; of other groups – whenever required.

             9. Chairperson of the Scientific and Technical Council shall provide annual reports on the state of affairs of the Scientific and Technical Council, at the Meetings of Rosokhotrybolovsoyuz’s Central Board.

            10. The Scientific and Technical Council shall carry on its activity in compliance with the schedule and the cost estimate approved by Chairperson of Rosokhotrybolovsoyuz’s Central Board. Rosokhotrybolovsoyuz’s Central Board shall provide financial support of the Scientific and Technical Council’s activity, its working teams and the meeting of the members of the Scientific and Technical Council.

The Central Board shall be entitled to pay gratuities to working teams, the members of the Board and Scientific and Technical Council for all developments of practical scientific value made on the contractual basis, or provide any other types of awards, as advised by Chairperson of Rosokhotrybolovsoyuz’s Central Board.
